Elaine King is a cross-dressing mage. She has issues with her father (he practically tried to kill her twin to make him use powers that he didn’t have).  When the government found her/Ethan’s talents could be useful they called her up and tried to use her in the military. At some point it is found out that she is actually a woman, she was placed in the Victorian MIB because she made a deal that her brother could continue schooling and her father would never know who actually had the talent.

Elaine King is a cross-dressing mage. She has issues with her father (he practically tried to kill her twin to make him use powers that he didn’t have). She learned magic mostly by herself on her outings in the garden so her magic is mostly nature inspired. She disguised herself as her brother and began taking tutelage from her father so he father would stop trying to kill Ethan. When the government found her/Ethan’s talents could be useful they called her up and tried to use her in the military. She twin created a way that sent Ethan off to school while she went as him into the military. As long as She was away masquerading as him he would go to school. They convinced their mother to go along with the plan. Their dad wouldn’t accept a woman that could perform magic, or a son that couldn’t.

At some point it is found out that she is actually a woman, she was placed in the Victorian MIB because she made a deal that her brother could continue schooling and her father would never know who actually had the talent. 

Also of note, she has a quirk of flirting with just about everything she finds attractive. She can’t help herself. Sometimes it is subtle, sometimes not so subtle.
